Perhaps a Peregrine?

This raptor was on the point at Presqu'isle. Unfortunately, I was unable to get close enough to get a good shot. I would like to think it is a peregrine, but the shot's not quite good enough to be absolutely sure.
Coincidentally, this shot was taken on the same morning as my shot of the Great Black-Backed Gull

Foymount
